What.

  • Extends duty-free trade access for 32 sub-Saharan African countries through December 31, 2028, under AGOA and related programs.
  • Allows African apparel makers to use fabrics from any country (including China) and still qualify for U.S. tariff-free treatment.
  • Extends customs user fees and merchandise processing fees through December 31, 2031.
  • Refunds duties on African imports that arrived between October 1, 2025, and the bill's enactment date; CBP must process within 90 days.
