What.
- DHS must create a plan to reorganize its Engagement, Liaison, and Outreach (ELO) office, which manages international and domestic intelligence sharing relationships.
- The plan must identify redundant positions, programs, or functions within ELO and specify how reorganization will eliminate them.
- DHS is frozen from expanding ELO's staff, budget, or programs—or creating duplicate offices—until it submits and implements the reorganization plan.

- Senate committee must decide whether to advance the bill; passage requires both chambers to act and presidential signature.
